Decrease Turing Active Set to 100

Greetings all,

As we have seen an increase in the number of Turing Operators decommissioning their nodes since Mainnet launch, Turing network performance has has small periods of lower block performance at times.

Today a TC proposal will be raised to reduce the active set number to 100.

With a strong cohort of Turing operators maintaining near on perfect uptime, the networks performance will benefit greatly from this change.

Thank you to all the operators who are continuing to support Turing!

Note: The upcoming nomination program will include Turing Node operations as a part of the metric for evaluating your ecosystem contributions. (for applicants who have a turing node at time of application)

*(Please note, running Turing node is not essential to apply for Mainnet nomination program, running a turing node does not guarantee your application will be accepted, but may assist your application consideration)
