The [Technical Committee](https://docs.availproject.org/docs/governance-on-avail/technical-committee) consists of 7 members which can perform both Emergency and delayed Non-Emergency Actions. For on-chain actions to be deployed, they must be signed for on-chain by 5/7 Technical Committee members.
